1. Background of the Program and Intervention
Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (PRISMA) is a multi-year development program working to accelerate poverty reduction through inclusive economic growth. PRISMA adopts a market systems development approach by partnering with key stakeholders to improve agriculture market efficiency and sustainably benefit the poor. The program aims to achieve an income increase for a total of 1,000,000 smallholder farming households by 2023. It operates in six provinces of Central Java, East Java, West Nusa Tenggara (NTB), East Nusa Tenggara (NTT), West Papua, and Papua.
1.1. Intervention Background
Maize is an important sector in Indonesia. As of 2017 data, Indonesia is the sixth largest maize producer globally, having its production and productivity doubled from 1995 to 2015 into 28,92 Million MT. Indonesia contributed to nearly 1.1% of global production with 11.4 million tonnes in 2017/2018. After rice, maize is the second most important cereal crop in Indonesia and plays an important role in Indonesia's food security policy. Maize cultivation involves around 7.129.401 farmers across the country and contributes to the livelihood of those farmers.
Maize is considered as one of the most important crops and is the staple food for most people in NTT. With approximately 522,000 HH maize farmers (67% of all farmers in NTT) and almost 350,000 ha maize planting areas, NTT has high potential to be one of the maize producers on a national scale. However, maize production in NTT is yet reaching optimum level with productivity is merely around 2.5 ton/ha (Ranked 12th in Indonesia in productivity compared to other provinces), much lower than national average productivity (5.2 ton/ha). The majority of maize farmers in NTT still follow traditional cultivation practices and around 74% of farmers use retained local maize seed variety with low productivity.
PRISMA intends to boost farmer's yield that will also lead to income by promoting a better quality of seed (OPV and hybrid), good agricultural practice and encourage farmers to shift from subsistence farming to agri-business. PRISMA is collaborating with local seed producers and multinational companies to achieve the objective.
In general, this study will provide a better understanding of NTT maize farmer's behavior in various areas. Recommendation from the study will be used to formulize the right approach for further strategy, particularly in marketing and delivering education to farmers.
2. Purpose of The Assignment
The overall objective of this assignment is to conduct research and provide recommendations after analysis of the behaviour of maize farmers in NTT. Results of the study and its analysis will support PRISMA teams in developing and improving strategies for maize intervention.
- Identify key factors that influence maize farmers' decision making on agriculture inputs, particularly seed.
- Establish a baseline for overall farming practices (using the inputs, managing the crops, post-harvest activities, and selling the harvest) among maize farmers in NTT and map out key behavioral and non-behavioral determinants that influence these practices.
- Identify the right key message to communicate with farmers with consideration in both its effectiveness & efficiency.
- Identify other non-agricultural factors that affect maize farmer's behavior in overall farming practices.
3.. Roles and Responsibilities
- Coordinate with PRISMA to discuss ongoing work and review key documents i.e. market mapping analysis, Maize NTT Growth Strategy Document, impact assessment report, and understand the study outcomes further.
- Develop and finalize research design & methodology, in consultation with PRISMA..
- Develop and finalize questionnaires and data entry template, in consultation with PRISMA.
- Develop enumerator guidelines.
- Conduct data analysis: cleaning, transforming, and modeling data from collected data by enumerator.
- Present the result to PRISMA, which includes but not limited to research finding and recommendations.
- Finalize behavioral study report.
4. Keys Selection Criteria
- A consultant must have minimum a master's degree in economics, business, agriculture, data analytic, statistics or other related disciplines, from a recognized university
- Around 10 years' experience of working in market research/market assessment/behavioral study.
- Ability to conduct both qualitative & quantitative researches
- A strong record in conducting data analysis using Ms. Excel and other relevant programs
- Ability to work independently and as a member of a team
- A strong record in producing professional, informative, and well-structured report using Ms. Power Point in English
Desirables Criteria:
Research background would be an advantage
Has basic understanding on agriculture
